On the last day of the Time Warm then the final battle between the Daleks and the Time Lords was raging in the very blood of creation, the Visionary foresaw the fall of Gallifrey and all its children. In the ruins of his once-mighty Citadel, the Lord President of the Time Lords announced to the High Council that he planned to pass the Final Sanction, an action that would bring about the end of time itself.
A terrifying warrior driven mad by the horrors of the Time Warm the Lord President was prepared to sacrifice every other species in the universe in order to preserve the legacy of his people. The Doctor managed to stop him but using “the Moment” to wipe out Daleks an d Time Lords alike, sealing the war in a timelock in the process. But the Lord President was more cunning that the Doctor even suspected…
“I WILL NOT DIE!”
Refusing to perish, the Lord President sent a signal back in time and implanted it in the mind of the eight-year-old Master, whom the Visionary had revealed would survive the Time War as an adult. Using the signal as a lifeline, the Lord President dragged Gallifrey out of the timelock. His victory was short-lived as the Tenth Doctor severed the link with a gunshot, sending the Time Lords back to the cataclysm created by his past self.
